CCATR About the CCATR Team

The Carroll County Advanced Technial Rescue Team was established in 1994 and is 100% volunteer. Our specialties include confined space, trench, high angle, swift water, and collapse operations.

Fire Districts Our purpose is to provide advanced technical rescue support to our local emergency service agencies.

The team is made possible through Carroll County Volunteer Emergency Services Association. Our truck and collapse trailer are housed at Pleasant Valley Community Fire Company, Inc.

The CCATR team meets the second Wednesday of every month beginning at 7:00 p.m. at the Carroll County Emergency Services Training Center, located on Kate Wagner Road in Westminster, Maryland.


Perspective applicants must:

  • be at least twenty-one years old.
  • be affiliated and in good standing with a Carroll County fire department.
  • have five years active emergency service experience in Carroll County.
  • have a minimum of 1st Responder certification.
  • have Firefighter II certification.
  • have Rescue Specialist or Rescue Technician Revised certification.
  • have approval from their fire chief.

    Additional weight will be considered for those individuals who possess certifications in Confined Space Rescue, Swift Water Rescue, Rope I-III or Rope Rescue, Trench Rescue, or Structural Collapse.


    Within one year of acceptance, team mebers are required to provide for themselves an inventory of personal equipment. Team members must reamain in good standing with their affiliated departments, complete annual physicals including stress and fit tests, maintain the required personal gear cache, and attend at least six team meetings in a twelve month period.
